Professional Requirements

The International Nurses Recruiting requirements start when you, as a nurse apply with us, and extends until the completion of your assignment. The screening and assessment requirements that you will provide ensures that our clients can depend on our Nurses and INR.

Requirements

In order to be considered for employment in the U.S. and satisfy CGFNS requirements, foreign-trained nurses must meet the following qualifications and submit the following documents to us:

All nurses are required to submit a passing score on either the TOEFL, TWE, and TSE, or the MELAB, Parts 1, 2, and 3, and the Speaking Test. For the TOEFL, TWE, and TSE, registered nurses must submit a score of 540 on the written TOEFL, or 207 on the computer based TOEFL, 4.0 on the TWE, and 50 on the TSE. For the MELAB, Parts 1, 2, and 3, and the Speaking Test, must submit a combined score of 79, with at least a 3+ on the Speaking Test. Please be advised that the MELAB will not be an acceptable exam for those that register after November 27, 2002. This policy change will not affect those that sat for the exam prior to November 27th.  Nurses from the following countries may qualify for an exemption from the English Proficiency component of the CGFNS: Canada (except Quebec), UK, Ireland, Australia, South Africa, and New Zealand. In addition, the applicant's native language has to be English, the language of instruction was English, and the language of all texts had to be in English. Nurses from all other countries will be required to comply with the English Proficiency Requirements.

All Registered Nurses must obtain CGFNS Certification or certification from an independent credentialing organization approved by either the Attorney General or the Secretary of the Department of Health and Human Services or must pass the NCLEX-RN Examination.

The CGFNS Certification Program is a three-part program designed to predict an applicant’s likelihood of passing the NCLEX-RN examination and becoming licensed as a registered nurse in the United States. The three parts of the program include:

1. Credentials Review (Conducted by Credential Evaluation Service)

2. Qualifying Examination of nursing knowledge

3. English Language Proficiency Examinations

Applicants must successfully complete all three parts of the Certification Program in order to earn the CGFNS Certification.

We will provide assistance and guidance for nurses that have not yet completed this process.

VisaScreen: In general, nurses applying for a Permanent (Immigrant) Visa, may also be required to obtain a VisaScreen Certificate.

The VisaScreen includes the following:

  • Review of Educational Credentials
  • Review of licensure documentation
  • English language skills assessment (passing score on TOEFL, TWE and TSE
  • Passing score on either the CGFNS Qualifying Examination or the NCLEX-RN

The VisaScreen requirements vary depending on whether the nurse is applying for a permanent or temporary visa. In some cases the VisaScreen may be waived. For more details on VisaScreen please refer to our FAQ.

LICENSING REQUIREMENTS

Licensure requirements vary between states. Generally, however, most states require that the nurse demonstrate eligibility and preparedness for the Nurse Comprehensive Licensure Exam (NCLEX) by presenting CGFNS certification, copies of foreign academic credentials, an education/credentials evaluation and a proficiency of English, for example TOEFL exam results. And, some states permit the nurse to take the NCLEX without the CGFNS.

Some states are part of a compact that allows a nurse to have one license (in his or her state of residency) and to practice in other states (both physical and electronic), subject to each state's practice law and regulation. Under mutual recognition, a nurse may practice across state lines unless otherwise restricted. The number of states that are passing laws to permit entrance into the compact is increasing each year. Of course to obtain optimal processing, each state’s requirements must be ascertained as far in advance as possible.

All Registered Nurses will be required to pass the NCLEX-RN, which is a state licensing examination. The NCLEX is given in the US and can be taken during the first six months of employment. Effective October 1, 2002, the NCLEX is offered by the Pearson Professional Centers. Pearson has multiple testing sites in each state and also has sites in Guam, Saipan, Puerto Rico, and the U.S. Virgin Islands. Information can be found at www.ncsbn.org.

We can provide review course material to prepare nurses to sit for the CGFNS and NCLEX Examination.

For nurses who complete these requirements, we will arrange for a long term employment contract and assist them in obtaining a visa to permit them to work in the United States

We must receive complete documentation of the following:

  • Application (available here)
  • Photograph, Resume in English indicating work experience and educational specialty.
  • References where you worked as a nurse, including names & addresses.
  • Proof of passing the TOEFL TWE, and TSE (Test of English as a Foreign Language).
  • Official transcripts from the college or university that you attended.

Once we receive this information, we will arrange for a telephone interview between the hospitals or healthcare facilities and yourself.

All legal expenses involved in obtaining a visa or green card will be paid for by the hospital or the healthcare facility, who will be sponsoring you through the Immigration & Naturalization Service.

Based on receiving these documents the foreign nurse is qualified to work in the U.S. as a nurse We can arrange employment contracts and assist in obtaining the visa or
green card.

Interview and Selection Process

When you meet our standard requirements, we will interview you about your employment history, work experience, and career employment objectives to obtain a detailed review. You will be evaluated and checked regarding your work history and professional references. We may obtain evaluations and descriptions outlining work you performed for former employers.

Licensure Verification

INR may verify applicable certifications and licenses of all nurses before they are sent for a position.

Quality Control

At completion of each nursing assignment, we request each client to provide an evaluation of your competency and professionalism. These are reviewed to determine your status as an INR Nurse.
